What is Martyn’s Law?

Martyn’s Law was created in memory of Martyn Hett, one of the victims of the 2017 Manchester Arena attack. The law mandates that venues must be able to detect, communicate, and respond quickly, clearly, and effectively to emergency threats. Organizations of certain sizes are required to have dedicated plans, systems, and infrastructure in place to manage these situations. It ensures that public venues and events have effective emergency procedures.

Martyn’s Law introduces a tiered framework designed to align preparedness requirements with risk levels:

  • Standard Tier (200–799 people):
    Requires a basic public protection plan, staff awareness, and procedures for communicating with people in the event of an emergency. No new infrastructure is required, but venues must have a clear plan for evacuation, lockdown, or shelter-in-place scenarios.
  • Enhanced Tier (800+ people):
    Requires everything from the Standard Tier, plus a detailed security risk assessment and a written plan. Venues must implement measures to reduce vulnerabilities, such as surveillance, access control, or communication systems.
